Who needs this?
You need this if you live in Illinois and are applying for another state’s non-resident carry permit that asks for a fingerprint card by mail.
This is separate from your Illinois FOID or Concealed Carry License, which use Illinois Live Scan — see our Illinois fingerprinting pages for those.
How it works
- Call or text 847-436-5222 before you come in. Walk-ins are welcome, but because we also run mobile appointments, a quick call makes sure someone is at our Naperville location when you arrive.
- Bring your valid, unexpired Driver’s license and any fingerprint card or instructions your target state provided.
- We roll your fingerprints onto the FD-258 card the issuing state requires and check each impression for quality.
- You mail the completed card to the state agency (for example, Florida’s FDACS) with your non-resident permit application. Prefer not to visit the post office? We also offer document shipping. Efficient Biometrics completes the card; we don’t submit your application.
After your prints are done
Efficient Biometrics captures your fingerprints and provides your EFT file and/or FD-258 cards. We do not file your application or receive your background-check results — the ATF or the issuing agency handles that.
Frequently asked questions
Which states can I get a non-resident carry permit from with a mailed card?
Several — Florida and Utah are the most common for Illinois residents, and both accept a professionally rolled FD-258 card by mail. Requirements vary by state, so check your target state before you file.
How many fingerprint cards do I need?
Most states want one FD-258 card, but confirm with the issuing agency. We can roll extra sets if you need them.
Is this the same as my Illinois FOID or Concealed Carry License?
No. Illinois FOID and CCL applications use Illinois Live Scan, not a mailed card. This page is for another state’s non-resident permit. See our Illinois fingerprinting pages for FOID and CCL.
Do I need an appointment?
Please call or text 847-436-5222 before you come in. Walk-ins are welcome, but because we also run mobile appointments, a quick call makes sure someone is at our Naperville location when you arrive.
What ID do I need to bring?
Your valid, unexpired Driver’s license. Also bring the ATF form, trust paperwork, or state instructions for your submission so we capture everything correctly.
Do you file my application or submit my prints?
No. We capture your fingerprints and hand you the EFT file and/or FD-258 cards. You file with the ATF or the issuing state — we don’t submit your application or receive your results.
